Latitude vs. Cloudiness

Analysis

It does not appear to be possible to predict a city's level of cloudiness from only its latitude value. There does appear to be a cluster of cloudiness between the equator and the Tropic of Cancer (~23°), and a cluster of clear skies between the latitudes of 20° and 40°, however, there still appears to be significant variability. Prediction of cloudiness levels would require local meteorological data relating to storm patterns, pressure systems, and costal terrain.
